Key Responsibilities

  • Lead the development, implementation, and oversight of manpower policies, programs, and strategic initiatives.
  • Manage the organization’s manpower requirements, authorizations, and resource allocations to ensure mission alignment.
  • Provide expert guidance to senior leadership on workforce planning, organizational structure, and manpower impacts of emerging missions.
  • Oversee manpower studies, analyses, and modeling to optimize organizational effectiveness.
  • Direct a team of manpower professionals, fostering a culture of excellence, accountability, and continuous improvement.
  • Collaborate with cross-functional partners in personnel, finance, operations, and strategic planning.
  • Ensure compliance with applicable regulations, directives, and manpower standards.
  • Represent the organization in manpower forums, working groups, and strategic planning sessions.

Required Qualifications

  • United States Citizenship
  • Ability to obtain and maintain a Secret security clearance
  • At least one (1) year of specialized experience at the next lower grade (DO‑02/GS‑13 for DO‑03; DO‑03/GS‑14 for DO‑04), or equivalent experience in other pay systems

Desired Qualifications

  • Extensive experience in manpower management, workforce planning, or organizational analysis.
  • Demonstrated leadership experience managing teams and advising senior leaders.
  • Excellent communication, negotiation, and interpersonal skills.
  • Experience in a military, government, or similarly structured organization.
  • Familiarity with strategic planning, program management, or resource allocation processes.
  • Strong analytical skills with the ability to interpret complex data and translate insights into actionable recommendations.
  • Knowledge of manpower systems, tools, and regulatory frameworks.
