Job Description

Army Military Working Dog (MWD) Policy Analyst

ASRC Federal Cyber is currently seeking qualified candidates with an active Secret clearance or higher for an Army Military Working Dog (MWD) Policy Analyst to support our Office of the Provost Marshal (OPMG) mission under the Defense and Intelligence program at the Pentagon Washington D.C. This is a 100% remote position. The MWD Policy Analyst will assist the Army Military Working Dog (MWD) Program Manager in developing MWD strategy, plans, policies, and standards on all technical, functional, and organizational matters relating to MWDs. The MWD Policy Analyst will assist in developing policies and procedures for the MWD Program's missions, functions, activities, and processes -- with a priority on repeatable processes with consistently successful results.

Responsibilities

  • Assist in the management of and recommend responses to requests for information regarding policies, DA pamphlets, and other associated documentation related to the MWD Program.
  • Mature and maintain a strategic MWD plan to include goals, objectives, and tasks supporting the OPMG's strategy, the information enterprise strategy, and complying with DA and DoD guidance.
  • Mature existing MWD processes.
  • Define measures of effectiveness for the MWD Program and track the metrics.
  • Engage with OPMG and Law Enforcement Division functional leads to ensure effective and consistent communication and alignment between the MWD Program Manager's objectives and intent and OPMG's overall objectives and intent.
  • Prepare stakeholder presentation materials including executive briefings.
  • Conduct and execute community-wide briefings on behalf of the MWD Program Manager.
  • Maintain and update documentation specific to the MWD Program.
  • Research, coordinate, and implement the application of collaboration tools to enable more efficient and effective mission performance. Maintain the MWD Program's presence in the Microsoft Teams environment, including setting up teams, templates for specific types of teams, PowerApps, and forms. Design and facilitate meetings that promote knowledge sharing and training execution.
  • Identify opportunities for the organization to leverage external tactics, techniques, and procedures; training; organization; and knowledge sharing to achieve better results.
  • Facilitate travel coordination for MWD Program Manager utilizing Defense Travel Services (DTS).
  • Compile and update monthly data and statistics reports related to the MWD Program.
  • Provide public relations support to MWD Program events that require streaming to social media accounts or Microsoft Teams to include photo / video / livestream. Maintain the official Army MWD Program's social media platforms.
  • Assist the MWD Program Manager by providing subject matter expertise on the employment of MWDs to perform law enforcement and large-scale combat operations functions.
  • As needed, represent the MWD Program Manager in support of current initiatives by participating in various working groups.
  • Maintain the MWD Program's management records.
  • Provide MWD Program internal support, with a working knowledge of SharePoint 2013. Work as closely as necessary with DoD law enforcement organizations, other Army agencies, and Sister Services to ensure appropriate data and technology sharing and integration of other resources.
  • Assist the MWD Program Manager with modernization efforts and the MWD Leadership and Training Symposiums.
  • Support the MWD Program Manager with the implementation, management, and training required for the collection and dissemination of MWD data in the Army Law Enforcement Reporting and Tracking System.
  • Provide analysis of MWD requirements in support of the planning, Programming, Budgeting and Execution (PPBE) cycle and Program Objective Memorandum (POM) build for the Army Law Enforcement Program.
  • Provide analysis and assist in the synchronization of MWD Program efforts and force structure and equipping initiatives. Assist with the maintenance and employment of the MWD Program's MWD model by tracking, updating, and maintaining necessary data, statistics, and metrics.
  • Update and maintain all MWD Program products connected to the Installation Status Report (ISR), Army Protection Program Assessment (APPA), and Army Law Enforcement Compliance Program (ALECP) standards.

Required Qualifications

  • Bachelor's Degree in a related business or technical discipline preferred, or the equivalent combination of education, technical training, or additional years of work/military experience.
  • Five to seven years of Department of Defense Military Working Dog (DoD MWD) experience and service at the grade of: (1) senior non-commissioned officer or above; or (2) GS-10 and above; or, (3) experience as a kennel master and/or DoD MWD program manager for 3 years or more.
  • Proven proficiency in MS Office, SharePoint, and MS Teams.

Preferred Qualifications

  • Fifteen years of military experience.
  • Working knowledge of SharePoint application and dashboard data reporting.
  • Experience in developing and validating MWD program requirements in support of the Planning, Budgeting, and Execution (PPBE) cycle and Program Objective Memorandum (POM).

Clearance Requirement

  • Active DoD SECRET clearance or higher. Candidates without a minimum of a Secret clearance will not be considered.
