Job Description



I. General Summary

  • Provide strategic leadership and operational oversight for all supply chain functions, including procurement, inventory management, replenishment, receiving, distribution, and logistics. Ensure the timely, efficient, and cost-effective flow of supplies to support patient care and hospital operations. Oversee the acquisition, utilization, and disposal of supplies and services in alignment with University of Maryland Medical System (UMMS) standards, policies, and system-wide strategies. Scope of responsibility may also include ancillary services such as Printing and Mail Services. Work is performed under general direction. Direct report to the Vice President, Supply Chain Management.

II. Principal Responsibilities and Tasks

  • The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

Provide strategic direction and executive oversight for all hospital-based supply chain functions, including inventory management, supply replenishment, receiving, distribution, and logistics; ensure alignment with UMMS system-wide objectives, policies, and best practices to support high-quality patient care. • Serve as the senior on-site supply chain leader and primary liaison between hospital leadership and UMMS corporate Supply Chain; lead the implementation of system-wide initiatives, ensure alignment with enterprise objectives, and direct the local execution of strategic priorities.

• Participate in system-level supply chain councils and cross-functional committees to advance cost-reduction efforts, vendor optimization, and shared services opportunities.

• Establish and monitor key performance indicators (KPIs), service level agreements (SLAs), and operational metrics to drive performance, ensure accountability, and enhance efficiency and service quality across all supply chain functions.

• Oversee inventory and logistics operations to ensure product availability and continuity of care while minimizing excess, reducing waste, and optimizing inventory accuracy and data integrity. • Develop and manage the department’s operating and capital budgets, ensuring fiscal discipline, alignment with organizational priorities, and achievement of cost targets.

• Lead the implementation and optimization of supply chain information systems and ERP platforms (e.g., Infor, Lawson); partner with IT and vendors to ensure system reliability, data accuracy, and user adoption.

• Develop and implement supply chain policies and procedures to ensure operational consistency, regulatory compliance, and alignment with UMMS system-wide standards and best practices. 

• Ensure timely and compliant implementation of all contracts negotiated by the health system’s Supply Chain department; collaborate with internal stakeholders to drive utilization, monitor performance, and achieve contract value.

• Develop contingency plans to maintain supply availability during emergencies, disruptions, or supply shortages; oversee risk mitigation strategies across the supply chain.

• Prepare detailed reports and analyses on supply utilization, cost trends, contract compliance, and operational performance, and provide them to hospital and system leadership to support strategic planning and decision-making.

• Ensure compliance with applicable federal and state laws, regulatory requirements, and accreditation standards, including The Joint Commission, OSHA, FDA, and the Uniform Commercial Code, as well as UMMS policies and procedures.

• Conduct regular audits and operational reviews to assess financial stewardship, inventory efficiency, and contract adherence; implement corrective actions to address gaps and optimize performance.

• Cultivate a high-performance culture centered on accountability, continuous improvement, and exceptional customer service.

• Represent the department on hospital and system-wide administrative, operational, and strategic planning committees as assigned.

• Oversee and perform managerial functions including hiring, training and development, and preparing performance reviews in accordance with UMMS policies and procedures.

Qualifications



III. Education and Experience

• Bachelor’s degree in Supply Chain Management, Business Administration, Healthcare Administration, or related field, or the equivalent combination of education, training, and experience.

• Minimum of 7 years of progressive experience in healthcare supply chain management, including 3 years in a leadership role overseeing supply chain operations across multiple functional areas.

• Experience with financial and materials management reporting systems. 

Master’s degree in Supply Chain Management, Business Administration, Healthcare Administration, or related field - preferred

IV. Knowledge, Skills and Abilities

Advanced knowledge healthcare supply chain operations, including procurement, logistics, inventory management, value analysis, and contracting.

• Advanced knowledge of accreditation, regulatory, and compliance requirements applicable to healthcare supply chain functions, including The Joint Commission, OSHA, FDA, and Uniform Commercial Code. 

• Demonstrated ability to translate strategic goals into operational plans, with a record of accomplishment of optimizing processes, improving service levels, and aligning supply chain performance with clinical outcomes.

• Strong business and financial acumen with the ability to develop, manage, and monitor complex budgets, evaluate cost drivers, and implement cost-reduction strategies.

• Proven ability to oversee system-level contract implementation and manage vendor relationships, ensuring compliance, high service quality, and measurable performance against defined KPIs.

• Commitment to service excellence and stakeholder engagement, with the ability to anticipate needs and deliver responsive, value-driven solutions to internal customers.
